Arizona Restricted Use 3-Day Permit Online

Any customer with the following valid purpose:

Emissions Testing
Vehicle Inspection
Application for Title and/or Registration
Vehicle repair to comply with Emissions or Inspection

Arizona Restricted Use 3-Day Permits will be issued over the internet (electronically) only to vehicles that have a manufacturer's 17 digit identification number (VIN) or to vehicles that already have an existing record on the Arizona Motor Vehicle Division database. These permits are valid for use only in Arizona and are printed with the statement “Valid in Arizona Only” on each permit. In addition, the purchaser must certify that he has read and understands that the permit is valid only within Arizona and that misuse is a violation of statute, subject to civil and/or criminal penalties.

The ADOT Motor Vehicle Division (MVD) will deny an electronic Restricted Use 3-Day Permit when the vehicle has no identification number or if ADOT-MVD is unable to verify that the vehicle identification number (VIN) is a valid VIN. If the permit request is denied, you must visit an Arizona MVD field office or Authorized Third Party office to obtain the Arizona Restricted Use 3-Day Permit.
